I americké námořnictvo má zastánce onoho konceptu pocházejícího z hlav intelektuálů (tak nějak popisoval Counterinsurgency – COIN – generál David Petraeus na brífingu v Praze). Admirál James Stavridis jistě není v námořnictvu jediný, kdo se hlásí k tomu, co v posledních dvou letech převládá v myšlení nejenom ve Washingtonu, ale i na bojištích. Nicméně ne každý příznivec COIN, či rozsáhlejšího konceptu Irregular Warfare, se stane Nejvyšším velitelem spojeneckých sil v Evropě (SACEUR). Bude zajímavé sledovat, jestli se mu podaří trochu „rozhýbat“ některé Evropany, kteří o konceptech typu COIN buď vůbec nechtějí slyšet a nebo o nich alespoň mluví, ale to je tak vše.

Bude mít šanci kolegy přesvědčovat. Jazykově je vybavený více než dobře. Umí samozřejmě anglicky, ale taktéž francouzsky, španělsky a portugalsky. Navíc je fanda do moderních technologií, hlavně sociálních sítí typu Facebook. V rozhovoru pro The Florida Times-Union mimo jiné popisoval své zkušenosti z Kolumbie, které mu mohou pomoci při čelení narůstajících problémů v Afghánistánu:

The operations I’ve been most focused on in South America has been the insurgency in Colombia. My experience there will translate well to my role as the NATO commander in Afghanistan, which is, let’s face it, an insurgency, drug-fueled, obviously 100 percent different in many ways. But, my experiences in understanding and learning counter-insurgency I think are up to the task… Both are insurgencies seeking to topple the government, both are drug fueled. In Colombia it’s a political insurgency. In Afghanistan, it is a deeper, more cultural, religious-based insurgency. But insurgency is something I’ve studied and learned about and I’m comfortable I can be a contributor. I’m very encouraged with the selection and conformation of Gen. Stan McChrystal to be the commander of ISAF, which is the International Security Assistance Force in Afghanistan, the NATO command in country. I think he’s a perfect choice. He has deep, deep tactical experience in insurgency and I think between him, myself and Gen. Petraeus working with our allies, I think we will do our very best in Afghanistan and that will be very central to what I’m thinking about.

Podle admirála jsou důležité tři věci: 1) Afghánistán a roli NATO v této zemi, 2) „extrémní“ naději, že se podaří budovat konstruktivní vztahy s Ruskem a 3) budoucnost aliance jako takové. A tu admirál vidí skvěle. A v NATO by chtěl zastávat tři přístupy:

I think I will try to approach my job at NATO with three things in mind: international partnerships, interagency cooperation within the U.S. government and strategic communications. I think those three approaches will be the pillar of how I will try to do my job both at NATO and at U.S. European Command.

What do you mean by strategic communications in this sense?
I mean deciding what our message is and thinking about how to communicate it in new and innovative ways. I’ll give you examples: Facebook. Twitter. Linked-in. I’m on all those social networking mechanism.
