On War | On Peace byl první blog v ČR zabývající se mezinárodní bezpečnosti a obranou, na kterém se začaly objevovat analýzy, rozhovory, články a recenze. Byl založen v roce 2009 – tehdy – novinářem Františkem Šulcem, který po šestnácti letech opustil novinařinu v roce 2010. V letech 2010-2014 působil jako vedoucí poradců a ředitel kabinetu ministra obrany na Ministerstvu obrany ČR. Po odchodu z ministerstva působil jako konzultant v oblasti obrany a bezpečnosti. Na počátku roku 2022 se na Ministerstvo obrany ČR vrátil a do konce roku 2025 na něm působil jako náměstek ministryně obrany Jany Černochové. V současnosti pracuje ve technologickém holdingu THALOR Group.

On War | On Peace was the first blog in the Czech Republic focused on international security and defence, where analyses, interviews, articles, and reviews began to appear. It was founded in 2009 by – that time – journalist František Šulc, who left journalism in 2010 after sixteen years in the field. Between 2010 and 2014, he served as Chief Advisor and Director of the Minister’s Cabinet at the Ministry of Defence of the Czech Republic. After leaving the ministry, he worked as a consultant in defence and security. At the beginning of 2022, he returned to the Ministry of Defence and served there until the end of 2025 as Deputy Minister to Defence Minister Jana Černochová. He currently works at the technology holding THALOR Group.
