Nemám moc rád mlácení se po hlavách historickými analogiemi, protože pokud si člověk nedává pozor, velice snadno zatemní schopnost analýzy. Ale rozhodně jsou přitažlivé a vzdát se jich by byla hloupost, protože na druhou stranu, mohou s analýzou i pomoci. Stačí trocha opatrnosti. Současné úsilí aliance v Afghánistánu bývá přirovnáváno k ledačemus – k Britským tažením, k sovětské invazi či k Vietnamu. Už jsem o tom nedávno psal, že zajímavé postřehy má třeba Artyom Borovik v Hidden War.

Před pár dny navíc zveřejnil americký The National Security Archive, který se zabývá získáváním historických materiálů z různých úřadů a archivů, na svých stránkách tři zajímavé překlady ruských dokumentů týkajících se právě Afghánistánu. Rád bych upozornil na poslední z nich. Jde o dopis plukovníka Cagolova ministrovi obrany Jazovovi z 13. srpna 1987.

Podobnost mezi zprávou generála Stanleyho McChrystala Baracku Obamovi je čistě náhodná… Samozřejmě, Cagolov nenavrhuje, aby Sověti začali s counterinsurgency. Hovoří sice o demokracii, ale jaká to byla demokracie víme moc dobře… Nicméně, tón je velice podobný: situace je velice špatná, stávajícím přístupem se válka vyhrát nedá a afghánský představitel, který tam byl dosazený nemá politickou legitimitu a měl by být vyměněný. Zacituji jednu delší pasáž, která stojí za to:

…We should honestly admit that our efforts over the last 8 years have not led to the expected results. Huge material resources and considerable casualties did not produce a positive end result – stabilization of military-political situation in the country. The protracted character of the military struggle and the absence of any serious success, which could lead to a breakthrough in the entire strategic situation, led to the formation in the minds of the majority of the population of the mistrust in the abilities of the regime. That objectively led to demoralization of the masses, and to the erosion of the social base of the revolution. The experience of the past years clearly shows that the Afghan problem cannot be solved by military means only. Within the framework of the old thinking, old approaches we are doomed to the negative end result in the Democratic Republic of Afghanistan (DRA). We should decisively reject our social illusions and undertake principally new steps, taking into account the lessons of the past, and the real situation in the country…

A co že to plukovník navrhoval?

-to find opportunities to overcome the deepening political crisis of the Afghan society. Here we need radical measures, taking into account demands of wide masses of population as well as those of the internal armed counter-revolution;
-to prepare the withdrawal of the limited contingent of Soviet troops from the DRA, as it was announced by our leadership;
-to help the progressive political forces of the country preserve the democratic content of development of the Afghan society;
-to rebuild the traditional friendship among that part of the Afghan population, which under the force of the circumstances formed hostile attitudes toward the Soviet people.
-to ensure future development of social processes in the DRA in the direction of our long-term interests.
