Západoevropské vlády přijaly s roztrpčením zprávu, že po letech tahanic vyhrál v soutěži na dodávku tankovacích letounů pro americké letectvo Boeing. Porazil tak konsorcium EADS, které už jednou, v roce 2008, v soutěži zvítězilo. Nicméně tehdy se Boeing odvolal a vše probíhalo znovu. Jde o hodně velkou zakázku – dodáno by mělo být 179 letounů za 35 miliard dolarů. Pokud by se EADS rozhodlo protestovat, je možné, že by se výběr znovu zkomplikoval.

Whether a protest eventually materialises or succeeds, the award is likely to worry European defence executives. Many already suspect that winning big contracts in the US is impossible, given what they see as the Pentagon’s track record. In 2008, when EADS unexpectedly won an earlier version of the tanker contract, a Boeing protest eventually led to a rematch.  And in 2009, the Obama administration cancelled a contract for a new fleet of presidential helicopters with Italy’s Finmeccanica.

Německá vláda označila výběr za „promarněnou šanci na prohloubení transatlantické linky“. Podobně rozčarovaná je i britská vláda, ale utěšuje se tím, že Airbus má už objednávky na tanker A 330 ze tří zemí. Co si budeme nalhávat, Boeing vyhrát musel. Po vítězství EADS se před necelými třemi lety ve Spojených státech zdvihla velká vlna odporu a následoval poměrně velký tlak na Pentagon, respektive americké administrativy, aby dobře zvážily, kdo bude vítězem tendru.

Pro Boeing však nemusí jít o takovou výhru, jak by se mohlo na první pohled zdát. Program bude bedlivě sledován zejména z hlediska možného předražení a pro společnost nemusí být jednoduché zahájit výrobu strojů KC-46A, jejichž základem je drak komerčního Boeingu 767. Tento letoun začal létat v roce 1982, loni byly vyrobeny tři, a pokud by Boeing nedostal tuto zakázku do pěti let by byla výroba ukončena.

„The development could distract engineering resources from other key programs including the near-term ramp-up of the B-787 Dreamliner,“ said Robert Jankowitz, senior vice president at Moody’s. The tanker contract comes as Boeing is under pressure from its new 787 Dreamliner program that is now running three years behind the original schedule. „Given Boeing’s headaches getting its new passenger planes out the door, there should be concern about the company’s ability to deliver the new tanker on time and on budget,“ said Paul Ausick of 24/7WallSt.com. And budget will be at the forefront of policymakers‘ minds, as the Pentagon, like other U.S. government bodies, struggles to cut the country’s massive budget deficit. „If Boeing misses deadlines and busts budgets, it’s reasonable to expect that the Congress and the Pentagon will be reluctant to go ahead with the full complement of tankers,“ he said.

UPDATE: EADS nebude protestovat proti výběru Boeingu jako dodavatele tankovacích letounů pro americké letectvo. To znamená, že kontrakt za 35 miliard dolarů je po letech tahanic ukončený. Šéf EADS pro Severní Ameriku Ralph Crosby řekl:

After meeting with the Air Force and the Department of Defense, and evaluating the information they provided to us in their debriefing, EADS North America has decided not to protest the KC-X contract award,” he said. “Our reasoning is simple: The acquisition architecture for this procurement … was quite mechanistic and mathematical. The outcome was decided by price, and Boeing’s offer was at a lower price than ours.
