Od 1. července příštího roku bude německý Bundeswehr plně profesionální. Dohodli se na tom představitelé vládnoucích stran. Tento týden, 15. prosince, by měla vláda přijmout návrh zákona, který by měl profesionalizaci právně posvětit. S koncem základní vojenské služby by měl klesnout počet příslušníků Bundeswehru z 240 tisíc na 185 tisíc.

Povinná základní služba zůstane stále součástí ústavy, což umožní, aby zákon snadněji prošel zákonodárným sborem. Na jeho schválení tak totiž stačí jen prostá většina a ne dvoutřetinová. Rozhodnutí německých politiků sebou nese minimálně dva problémy. Za prvé, bez náhrady skončí i civilní vojenská služba, což s největší pravděpodobností povede k nedostatku pracovních sil v sociální oblasti.

A za druhé, tím že má mít Bundeswehr 185 tisíc příslušníků, nepodaří se Karlu-Theodorovi zu Guttenbergovi ušetřit tolik, kolik předpokládal. Není možné totiž ušetřit slíbených 8,4 miliardy eur (kalkulace úspor byla provedena na 163 500 vojáků) a zároveň restrukturalizovat Bundeswehr.

„Naturally, these 8.4 billion euros, which had been the topic, cannot be implemented with a number between 180,000 and 185,000,“ Guttenberg said. The secretary’s statement drew fire from members of two opposition parties in the German parliament.  „A brave restructuring of the armed forces would allow a smaller, more efficient and at the same time more capable Bundeswehr,“ said Alexander Bonde, member of the faction of Bündnis 90/Die Grünen.
