O Afghánistánu se na těchto stránkách píše velice často – jak o velice komplikované situaci na zemi, tak o tom, co by se mělo dělat, aby došlo ke změně, respektive o tom, jestli se dá vůbec něco ještě dělat. Thomas Ricks na svém blogu zveřejnil dopis svého známého, který je v současnosti v Afghánistánu celkem na šesté bojové zahraniční misi za poslední léta. Začíná temně:

It is violent. More violence than I have seen — even beyond the 2006-2007 violence in Iraq. It is huge IEDs, serious, complex attacks with weapon systems, etc. We have one INF CO with 10 KIAs and we are into this tour just 3 weeks.
I read and see news about reconciliation, etc but at the tactical level that is not the case. There is no question that the TB has embedded itself in the countryside and shadow governance is at its best.
My take on this is that the TB see their position as one of strength and are reinforcing that strength in certain areas. Why? In my opinion, it is a race for strength to come to the negotiations table. It is Negotiations 101 in college.
We must get away from the verbiage of central governance and openly accept that Afghanistan is quintessentially a decentralized society that is further fractured by decades of conflict, complex tribal relationships and geographic terrain that prevents strong central governance — particularly when there was never strong central governance in the past. Under the TB, past dynasties, and the Russians, there was never strong governance. Tribal justice reigned and the people were content.

Stojí si za to přečíst dopis celý. Končí tím, že se zdá, jakoby nejtěžší bylo pro velitele demonstrovat víru v misi před podřízenými a rošáda ve Washingtonu tomu rozhodně nenapomáhá. Uvidíme, jestli víru dokáže obnovit „Král“ David Petraeus, který se ujímá v Afghánistánu velení. Generál Petraeus je posledním trumfem, který má Barack Obama (respektive i NATO) v rukávu. Buď se mu podaří zázrak jako v Iráku, který umožní čestný odchod, nebo se budeme příštích dvacet let ptát: proč?

Že je situace vážná může naznačovat i to, že si generál Petraeus sebou do Afghánistánu bere spřízněnou duši z Iráku brigádního generála H. R. McMastera, který by se měl stát jeho zástupcem pro plánování. H. R. McMaster je těžká váha, jak fyzicky (ragbista), tak intelektuálně (doktorát z historie). Byl jedním z prvních důstojníků, který začal aplikovat s úspěchem v Iráku counterinsurgency (ještě před Petraeusovým nástupem do velení) a patřil k „radě plukovníků“, kteří později připravovali analýzy o situaci v Iráku a mezi jinými se zasloužili o změnu myšlení a přístupu v Pentagonu (příběh, který si zasluhuje být dobře studován).

Jsem zvědav, kdy a jestli se na scéně v nějaké roli objeví i jiní z iráckého tažení – David Kilcullen, Peter Mansoor, Paul Yingling a další. Zde je pár vět, které o McMasterovi napsal už zmiňovaný Thomas Ricks v knize The Gamble:

McMaster was well known in the Army from his leading role in a key tank attack in the 1991 Gulf War. The Army’s official history of that war, Certain Victory, opens with him as a cavalry captain leading a charge of nine tanks. He became even better known for his nervy doctoral dissertation in history, written at the University of North Carolina at Chapel Hill, about the failures of the Joint Chiefs during the Vietnam War. Published in book form as Dereliction of Duty, it was widely read in military in 1990s, and in 1998 even made required reading for four-star commanders by the chairman of the Joint Chiefs of Staff, Gen. Hugh Shelton. Early in the Iraq war he was skeptical adviser to Abizaid at Central Command. Then, after taking command of the 3^rd Armored Cavalry Regiment, he posted what was arguably the first genuine success in the postinvasion war, his counterinsurgency campaign in the city of Tall Afar, in 2005-6.
